PO export violates BSD license

Bug Description

Hi,

When exporting a translation the resulting PO file contains the following header:

    # German translation for enlightenment
    # Copyright (c) 2008 Rosetta Contributors and Canonical Ltd 2008
    # This file is distributed under the same license as the enlightenment package.
    # FIRST AUTHOR <EMAIL@ADDRESS>, 2008.

This violates the BSD license, in particular this requirement:

    Redistributions of source code must retain the above copyright notice, this list of conditions and the following disclaimer.

Also, why does Canonical Ltd. claim copyright for the translations? The copyright is owned only by the individual contributors, not the group of all contributors. IMO the safest choice would be to list all people who contributed to this translation explicitly.

There are no immediate plans to fix this. Canonical doesn't really claim the copyright on these translations, and we should replace these notices. However, that also means changing existing notices which are stored inside the database and which we do not update after the first import/PO file creation.

Also note that this applies only to a limited number of PO files that were first created in Launchpad, and not imported. Which is why we are considering it a low priority bug.
