Ubuntu 8.10: Login in using user1, then login using user2, log out user1... = You can't change network settings.

Bug Description
If you login using some user (user1 per example), you'll find the network manager applet in the upper-right corner.
login using another user (user2) without logging off user1, you won't find network manager applet. go back to user1, log off and then go back to user2. You won't find it either.
You have to logout of both user1 and user2, and then re-login to be able to deal with networks.

nm-applet is a gnome specific front-end for NetworkManager, a project initiated by RedHat a while back. Check out this link for detailed info and flow-charts on NM operation: http:// www.arachnoid. com/linux/ NetworkManager/.
Information from the link that explains the behavior you reported:

It is important to understand that, as normally configured and at the time of writing, NM is user-centric, not system-centric (this issue will probably be addressed in a future version), consequently it isn't appropriate for systems with multiple simultaneous GUI logons. When a particular user logs on, the NM control applet 'nm-applet' takes charge and chooses an appropriate network strategy. This means your system may need to fall back to a more conventional network configuration between logons or while in a runlevel that doesn't support GUI logons."... *snip*
