Bug Description

I'd like to see a 'build-project' command that creates a .scmproj dir
by searching sub-directories for bazaar branches. That way, users
could reconfigure their currently manual setup of a "project" into
   your model.

lp:bzr-externals plugin has the command "external-add" to add new components to project config via command-line. We need something similar. Also we may want to extend this support to change either RELPATH or BRANCH_URL of existing component.
