LANGUAGE and LANG env variables wrongly set

Bug Description

Kubuntu Intrepid here, KDE4.

I have installed a new language pack (ja) together with the en_US, using the system settings. en_US is the first in the language list, anyway, something appears in Japanese, in my system.

The reason is that some environment variables (after a reboot) are wrongly set, namely:
LANG=en_US.UTF-8
LANGUAGE=ja

putting en_US as the first language in the system settings list, should set BOTH of them to en_US.UTF-8, since some application use LANG variable and other LANGUAGE variable.
