installing ntp-server 4.2.0a+stable-8.1ubuntu3 on dapper flight3 - mixed results

Bug Description

Installing ntp-server on dapper flight3 succeeds insofar that the package installs but setup and starting ntpd fails.

During apt's "setting up" phase, ntp-server complains that user 'ntp' is missing, and then invoke-rc.d fails saying that action restart fails.

Grep'ing for ntp in /etc/{passwd,group} yields the user and group indeed has been added to the system. This is problem one, the {pre,post}-install script is failing.

Issue two is that running "/etc/init.d/ntp-server restart" only tries to stop ntpd, never start it. "/etc/init.d/ntp-server start" succeeds.

To clarify the ntp-server restart issue, restart will fail if ntpd is not running. If running, restart works, slowly, but it works.

The problems occurs when installing ntp-server on a server install from a kubuntu flight3 ISO after having first run a dist-upgrade.

Scripts and configs used for setup of the netboot etc available on request. System used for testing is VMware 4.5.

I have just attempted a Flight5 based PXE install and this fault is now not happening. Same version of ntp-server, but the error is gone.

This can be marked as fixed (or other suitable status).

Marking as fix released as I have verified this on Flight5 as not causing a problem anymore.
