Icons for image-hadnling applications should respect GTK theme

Icons for image-handling applications (GQview, Gthumb, Inkskape, GIMP, Picasa, etc) in the Open dropdown of the second toolbar should not be hardcoded in /usr/share/gscrot/resources/system/programs.conf. Instead, the program should check if a nice, themed icon is available in the current GTK theme, and use that. If the GTK theme icon is not available, then fall back to XPM icons in /usr/share/pixmaps.

Icons and themes are looked for in a set of directories. By default, apps should look in $HOME/.icons (for backwards compatibility), in $XDG_DATA_DIRS/icons and in /usr/share/pixmaps (in that order).
