Cannot boot HP 6390p

Bug Description

During boot from Live CD, both 8.04 and 8.10, my HO 6390p with 2GiB RAM goes into constant repetition of:
[<varying numbers>] BUG: soft lockup - CPU#1 stuck for 11s! [modprobe:1306]

This laptop has XXP on it and I am trying to setup a dual-boot system, but cannot get past this error.
System does not reach login screen

Correction: Should be EliteBook 6930 *NOT* 6390.

Adding acpi=off _and_ pnpbios=off allowed me to boot.
What does the negation of these two options mean in operative terms? What do I lose by disabling them?
