--long is a global option used in help

Bug Description

--long is a global option used in help which means that
"bzr help help" gives the following message

options:
    --help, -h show help message
    --long, -l Use detailed log format

Of course, this has nothing to do with log formats.

The use of --long is valid, it makes the help output longer. The problem is that the help for the --long option doesn't make sense for the help command.
