Upgrades fail to install due to "files list file for package `xulrunner-1.9-gnome-support' is missing final newline"

Bug Description

Ubuntu 8.04 Desktop, upgraded from 7.10

I am reporting this as a bug with update-manager,
but that is just where the error is reported --
the problem seems to be with a file list.

When attempting to update/upgrade packages, using update-manager
                     ( & also with synaptic package manager )
the upgrade procress will fail, and always with the following message:

E: /var/cache/apt/archives/perl-modules_5.8.8-12ubuntu0.3_all.deb: files list file for package `xulrunner-1.9-gnome-support' is missing final newline

I currently have at least 23 upgrades waiting to be installed,
daily attempts over the past week continue to show the same error msg.
