Problem with integrated graphic card

Bug Description
Well, good evening.
I turn to You with this trouble. I found this when I was watching some flash videos.
I was using Ubuntu 8.04 and flash was ok (it was Adobe flash player 9)
Now I have Ubuntu 8.10 with Adobe flash player 10 and videos (from youtube, some local servers and so one) aren't clear and continuous.
I was searching through the web and I wanted to fix this problem on my own, together with help of other people and I found this: Intrepid Ibex cannot serve Intel Mobile 945GM/GSM integrated graphic.
And now some dependencies - there is missing DisplayConfig-GTK program. There was some discussion about program which is able to set something on your graphic card and to set resolution of your screen. But when I wrote this command: "sudo displayconfig-gtk" there wasn't anything like this.
About my computer - Acer Aspire One, intel atom 1.6 GHz, 8GB SSD HDD, 1GB DDR2 RAM, .. 3D acceleration is enabled.
I would be really glad if you could be able to fix this problem, because now, everything what is connected with graphic card is served by processor. Processor is working on 100% instead of graphic card. And please, give me know when you'll find something as soon as possible.
P.S.: Same problem has got more people. Those people solved this problem by changing linux system, but I would really like to have Ubuntu. There is no solution to fix this problem in xorg.conf ... next, during glxgears test I had only something around 370 FPS. And the last sentence - everything was tested on this computer.
