Bad upgrade from 8.04 to 8.10

Bug Description

I don't know how to get root authority to cd to the directories you want. I have tried the sudo command without success.

I am the installer so I would think I would have authority with my password, but it's not working.

Right after 8.10 became available, I attempted to upgrade from 8.04, It crashed my PC, I finally managed to reinstall 8.04. Today I accepted the Ubuntu online offer to upgrade to 8.10 that appeared automatically.on 8.04.

thinking that surely Ubuntu had caught all the glitches by now, I accepted the upgrade. After Ubuntu 8.04 processed the entire upgrade and the reboot was the only thing remaining to complete the process, it failed and I received the following error messages:

Gave up waiting for root device.
     Boot args (cat /proc/cmdline)
          Check root delay= (Did system wait long enough?)
          Check root= (Did system wait for the right device?)
     Missing modules (cat /proc/modules; 1s /dev)

Alert! /dev/disk/by-uuid/d90ecbb4-9b92-4220-9764-6108e989f7a1 does not exist.

Please attach the files in /var/log/dist-upgrade/ to this bugreport so that we can diagnose the problem.

Thanks for checking. I'm happily on 9.04 now and a little fearful of
trying 9.10 after reading about all the bugs it came out with.

Can you tell me if most of the bugs are out of 9.10 by now? I want to
upgrade but am wary after what happened to me with 8.10.

Thanks, but I was referring to any bugs in 9.10.

There are currently 81102 open bugs filed against Ubuntu in Launchpad. So, no I can't tell that most of the bugs are out of any Ubuntu release by now. In your previous upgrade you've been hit by a major change of disk naming from device name to device unique id. It won't reproduce since you've switched to 9.04.
