Bug Description
Binary package hint: mythtv
When testing package builds (especially when the source has been added to a git repository to aid work-flow) it becomes obvious that after a build/clean cycle several files remain changed.
One such issue is the dpatch scriptlets in debian/patches/ start off with 0644 (rw-r--r--) permissions but after dpatch has run they have been 'promoted' to 0755 (rwxr-xr-x).
Dpatch expects them to be callable as scripts so this is correct. It would be neater if the original source package had these file permissions set correctly. This would avoid hackers and packagers wasting time double-checking the reasons for inconsistencies after a build/clean cycle.

Not sure this is resolvable, when a flat source package is extracted, the permissions will not be set executable (nor saved) I believe.
Correct me if i'm wrong there..
