Enabling desktop effects tries to install restricted driver

Bug Description
Binary package hint: gnome-control-
I am using Intrepid. When I change the desktop effects from none to Normal or Extra, the system tries to automatically install the restricted ATI drivers. I does not ask me about it, it does not warn me about it, it just proceeds.
I think there is no connection between desktop effects and using a restricted driver, so there should at least be a warning that the system is about to do something totally unrelated.
Moreover, on my Dell Inspiron 1526, the desktop effects only work *with* the open source driver. So in order to enable desktop effects, I have to click "Cancel" fast enough to actually get the effects enabled.

the bug seems similar to bug #285879, what jockey version do you use? Ccing Martin there who maintains jockey and could get an idea about the issue, you should get asked before the installation and jockey should not try to install a driver which doesn't work on your configuration
