Bug Description
HiST help desk reports a need for getting an overview of which users that have received a given alarm so
that they know that someone is on the case. Parsing the alertengine log can give an answer, but a neater
web report is what they hope for. Low pri on this one.

Settings wishlist importance on this one. This would require database schema changes as well as code changes; historic information on who received which alerts isn't available in the current schema.
