Change to flowchart, correcting photographs

Bug Description

An error in the flowchart has been identified related to photographs and the flowchart has been updated. I do not know if the photography branch of the flowchart has been translated into code for the project, but thought I should make everyone aware of the latest version of the flowchart (this is the second update today).

Cindy Paul, the Copyright License Administrator at the University of Alberta, sent me an email asking about the branch of the flowchart dealing with copyright terms for photographs. In particular, she wanted to know how to follow the flowchart in the case of anonymous or pseudonymous photographs. Flowcharts up to version 5 only asked whether the photograph had a corporate owner and, if not, pointed to the "Joint Authorship" box near the end of the chart.

I checked the Copyright Act and it looks like this was simply my error early on. Since most of our attention has been directed to written works, nobody picked up on it.

I have now corrected the flowchart so that if the photograph does not have a corporate owner (or has a corporate owner where the author is the majority shareholder), then the chart points back to the next box on the spine of the flowchart, the Crown Copyright box. This allows for photographs that are under Crown Copyright, those that were published pseudonymously or anonymously, and those that are unpublished. I can find nothing in the Act indicating that photographs with human copyright owners should not be handled the same as any other works.

I will attach the new Dia file as well as a PNG image version to this bug.

This is a change to the other bug's flowchart, yes? If so, there is no reason to open a new bug about this, just add these files and explanation to the original bug. Keeps all the information in one place.

Well, it's all one flowchart, but this change had nothing to do with
Crown Copyright, which was the subject of the other bug. We had no
current bug open dealing with photographs. I thought this was a good way
to create a record of the change and why it was needed. Feel free to
close the bug though.

This is important to get to, but since it effects photos, not as high priority as the base part of the algorithm.
