Create a framework for easy packaging of eclipse plugins

Fedora has its pdebuild script, gentoo has an eclass and there was an effort for a cdbs class for eclipse plugins for debian.

We need to decide on something and develop it until it is usable. Then we can use it for all our plugins packaging and do a better/more maintainable work than if we did each package manually and probably faster
as well.

This is also good for discussing / contributing upstream in the linux-distros project. If there is a tool/script we can all agree upon and develop collaboratively then each of us (i.e., each distro) can call it from their own packaging tools and everyone profits.
