Bug Description
There are two stories that must be implemented to address the concerns about users contacting teams:
The member case:
As a launchpad team member,
I want to contact all the launchpad team members
to inform them of an important event.
The non-member case:
As a user,
I want to contact the fnord team,
To as a question about what they do.
