mp3 file converted to wav format produces garbled output

Bug Description

Binary package hint: soundconverter

Using Ubuntu 8.10, any mp3 file I convert to wav format using soundconverter 1.3.2 produces an audio file with many artifacts. The file will play but does not sound good. Instead of sounding like the original file, there are many pops, screeches, and it's way too loud.

I have attached sample files of a doorbell sound effect. Please turn down your speakers before listening to the wav version.

For me both files sound exactly the same. Maybe it's a problem with your music player?

Wow, you must be right. I can no longer reproduce the issue on 9.04 and both files play fine now. Weird.
