apply filter throws error for NEW filters

Bug Description

Binary package hint: evolution

evolution throws an error after creating a new filter on any given message, stating the selected target-folder does not exist and fails to apply the filter. target selection was via create_filter. I have several IMAP accounts. Existing filters work fine.
