timezone setting should be moved to the locale package

Bug Description

While dist-upgrading today I got a timezone question:

""Running 'tzconfig' to set this system's timezone.
Your current time zone is set to Europe/Paris
Do you want to change that? [n]:"

locale has some issues too due to packages change (locales 2.3.7-6 installed):

"Can't exec "locale": No such file or directory at /usr/share/perl5/Debconf/Encoding.pm line 16.
Use of uninitialized value in scalar chomp at /usr/share/perl5/Debconf/Encoding.pm line 17."

<jbailey> seb128: I think the timezone question is probably glibc getting confused because of the new locales not being there. Would you mind filing a bug with that info in it, and the comment that the timezone settings should probably move to the locales package, rather than being handled in libc6?

For those experiencing this bug, please install locales version 2.3.9 or 2.3.10.

I will target the upload that fixes this bug for Wednesday (partly because of travel, partly because I want to give time for #30621 to get looked at).

Confirming, after upgrading to 2.3.10, problem disappeared.
This version should be forced for all users, my apt-get update && apt-get upgrade didn't upgrade locales...

Same here, the normal update mechanism does not pick it up.
