nm-applet menu ethernet and wireless items are disabled until ethernet cable is connected

Bug Description
Binary package hint: network-manager
nm-applets right click menu has both the ethernet and wireless menu items disabled and it doesn't attempt to connect to wireless networks that, although they cannot be seen in nm-applet, are definitely within physical range.
However, after connecting an ethernet cable, nm-applet un-jams and connects to the ethernet network, wireless networks also begin to populate in the nm-applet menu list and it connects to them as expected.
