The problem was that both the web and the message interfaces were sharing the share zcml configuration which contained the mail configuration. So, both processes and perhaps even the crons could potentially catch the same message in the mail queue and each deliver the same message. The configuration files have been separated so that the mail queue is only handled by the web process.
