Bug Description

On project code pages, e.g. https://code.launchpad.net/opencog, provide a facility for any logged in user to propose any listed branch be retired (deleted or hidden from the list), for example if no plans exist to merge the branch.

also provide a workflow for the project owner to receive and approve such change requests.

Not at this stage. It is unlikely that we will allow project owners to modify the state of non-core developer's branches.

We are looking though at ways of indicating which branches belong to core developers more succinctly.

Sometimes, developers simply need a reminder to cleanup old branches. A 'propose to retire branch' facility could provide this reminder, with modification of branch state entirely under the control of the branch owner.

We talked a bit about this in real life.

I think that this use case can be largely addressed by automatically
marking branches as abandoned and hiding broken branches together with
the existing automatic merge detection.
