Available plugin updates not proposed at startup

Bug Description
Upon startup, Elisa queries the plugin repository and should inform the user when newer versions of installed plugins are available for download and offer him to install these updates. But it never does.
Steps to reproduce (example with an update of the weather plugin):
1) Make sure you don't have any version of the weather plugin in your plugins directory (~/.elisa-
2) Download the egg for version 0.2 of this plugin (http://
3) Start Elisa, wait for it...
Expected result: after a few seconds (that depends on the speed of your Internet connection), you get a popup saying "Plugin Updates Available".
Current result: nothing happens.

Desired output(i.e popup saying "Plugin Updates Available".) is coming on linx-ubuntu,but for windows-xp and vista pop saying "Plugin Updates Available" is not coming.
