xfce4-taskmanager needs a .desktop file

Bug Description

The new xfce4-taskmanager needs a .desktop file in /usr/share/applications/ in order to show up in menus.

Otherwise, looks good, keep it up guys!

Note that I can't select 'xfce4-taskmanager' from the 'Source Package Name' list in malone, guess it hasn't been added yet.

This package is also missing a Debian menu file, and so neither appears in the Debian submenu.
