[Dapper] Launching System Settings - Admin Mode

When launching system setting there is an option for administrative mode for
most selections. When I click on Administrative mode. The screens go blank
with the red border implying administrative mode. There is no password prompt to
allow for access to these options.

When I launch system settings with kdesu it functions as normal with
administrative access.
