navTemplate.py missing from NAV 3.5 betas

Bug Description

The navTemplate.py utility script is no longer installed by the build process in NAV 3.5.0b1 and 3.5.0b2. This breaks integration with local tools for several users.

Apparently, the subsystem/webfront/Makefile.in was rewritten as the webfront directory was restructured, but noone bothered to add navTemplate.py to the list of binaries to install.
