add libgail18 to gdm dependencies

Bug Description
Binary package hint: gdm
After upgrading gdm to version 2.20.8-0ubuntu4, gdmgreeter stopped working (black screen with mouse cursor on machine boot).
Further investigation (ldd on gdmgreeter) showed, that libgail18 library is missing. If gdm is linked to it, then it should be added to its dependencies. Manually installing this package resolves the problem.
