Focus prevention should be disabled by default

Bug Description

Several users complain about focus prevention (in my family and in french forum) : sometimes you open a program, and it is on the background. For example, in a photo manager, you want to resize and send photos by email : the photo manager resize them, then open the mail client (evolution for example) ; but the photo manager stays on the foreground if focus prevention is on.

There are several other use case which make confuse new users (it's quite disturbing to open a new window on the background).

In compizconfig-settings-manager (ccsm), Focus prevention should be disabled in general options.
