Plucker should depend on libjpeg-progs

Bug Description

Installed Plucker version 1.8-9ubuntu1 and dependencies via Synaptic on Ubuntu 5.10 and tried to use plucker-build to collect some web pages but the JPEG images failed to convert. Error messages indicated 'djpeg' was missing, so I searched out and installed 'libjpeg-progs' version 6b-10. After this conversion worked fine.

libjpeg-progs is already in Suggests, and should not be in Depends, because it is only needed for websites with jpegs (Depends is for stuff that is always necessary for the package to work).

 Well, okay, but in my experience the vast majority of websites *do*
use jpegs, and determining why the pluck failed is nontrivial if
libjpeg-progs isn't installed.

 It's not obvious how to find out what a package "suggests" vs.
"depends" in Synaptic; I'll have to give some thought as to how this
should be handled so such a problem is more easily diagnosed.
