Lacks the manpages language packs

Bug Description

When I launch /usr/bin/gnome-language-selector, the French language is marked as fully installed, but I don't have the manpages French packs in my system. I must install them by myself.

language-selector should include manpages translations, for example:

- manpages-fr
- manpages-fr-dev
- manpages-fr-extra

Do we really want to enforce the installation of translated manpages onto every user's machine where available? If we really want that, I can surely add a dependency in language-selector to install the translated manpages if the main manpages packages have been installed on the system already.

Why it will not be fixed? How help get in console differs from other translated parts of the operating system?
