Wubi does not detect USB disks containing Ubuntu media as sources

From IRC, an installation attempt using Wubi from a USB disk created with usb-creator:

This should have worked, as the filesystem tree on a usb-creator generated USB disk is identical to an Ubuntu CD, but it did not. I suspect Wubi only scans CD devices.
