Links in help pop-up should open destination in parent or new tab

Help pop-ups will be most useful if they can link to further information. Right now, those links open in the pop-up itself, which is less than ideal.

We need a way to send the destination URL to a new tab rather than the help pop-up

So, there really is no way of doing that, since we re-use moin.
We discussed this with mpt when implementing it, and this was one of the trade-offs.
It's a valid bug, but we can't fix it while still using moin, we'd have to switch to our own internal help.

I'm sure you guys have considered all options but can we not use our
MoinMoin theme to insert something into links in the print view?
