Bug Description

I was attempting to build Moonlight for Ubuntu ( http://ubuntuforums.org/showthread.php?p=6248753 ) and could not get the vanilla source download of ffmpeg to compile. The errors are not documented in the above forum post, but the fix for the errors is. The basic problem is that the code expects config.h to contain ENABLE_SOMETHING_ENCODER (or DECODER) to be a 1 or 0, but config.h only includes it if it's a 1
