mobile metapackages don't include usb-creator

Bug Description
The desktop meta packages include usb-creator. The mobile meta package can also be used when creating usb images, and I have a use case for having the mobile seed including this tool.
The umpc image may be used to ship at least one Dell platform, and the recovery framework used by Dell requires usb-creator.
