"App.special_dtml.DTMLFile": keyword args with wrong precedence

Bug Description

"App.special_dtml.DTMLFile._exec" gives arguments passed in by keywords lower precedence than instance (aka client) attributes.

First, this is inconsistent with the behaviour of other DTML objects (there keyword arguments have precedence).
Second, this makes it impossible to override values found via the instance (and acquisition).
