Scubuntu DVD installer doesn't use packages from the DVD, but tries to download everything

Bug Description

On the Scubuntu DVD, the package archive on the DVD are not signed with a trusted key. As such, apt will not use them if it can connect to archive.ubuntu.com. This results is large unnecessary downloads of packages that are available on the DVD.

Creating a signing key for Scubuntu in the scubuntu-keyring package (in the scubuntu-dev PPA). This key will be used to sign the DVD archive (and later the PPA).
