The "Operation not permitted"-error makes me believe the command wasn't run in su mode. Did you upgrade from 8.04 or is this the update after a clean 8.10 install?

Fresh install of 8.10 straight to ruining updates. this one only one that wouldn't.

Is it a wubi installation and what is the type of the partition /boot ?

My failure showed from a WUBI install of 8.10. I allowed the system to do upgrades reported after the initial install--it had something like 120 changes, and that was when the failure occurred
