see Summary. Both packages (libx264 & the dev package libx264-dev pulled from ubuntu multiverse) contain /usr/lib/libx264.a, so dpkg aborts the install.

this bug cannot happen anymore in the current version of the package.
it seems that the library /usr/lib/libx264.a used to be included in the x264 package, and the libx264-dev package misses the appropriate 'Replaces' line. However it is no longer necessary, it seems. I wonder why you claim ubuntu 8.10 is affected, because I fail to spot that library even in the 8.04 package.
I'm therefore closing this bug now as it is obviously released in the current version of ubuntu. if you are interested in fixing it in an earlier release, please open an appropriate bug task.
