keyboard settings not restored after hibernate

Bug Description

Under Ubuntu (ie. GNOME version) Intrpepid (8.10), after coming out of hibernate, the desktop seemed to forget my keyboard settings, specifically that I've swapped ctrl and caps lock. The keyboard works fine, it just seemed to reset back to defaults. If i manually go to the keyboard settings after a hibernate and re-apply the setting, it works normally.

This worked under previous versions of Ubuntu. This is a desktop tower, not a laptop, if that matters.

acpi-support is not involved in suspend/resume on Ubuntu, and certainly
unrelated to keyboard settings. There is no need to provide any of the
information from https://wiki.ubuntu.com/DebuggingACPI in connection with
this bug.

Reassigning to xserver-xorg-input-evdev, for the X developers to look at.
