Bug Description
It should be possible to query a BugTracker instance in order to get a link to a bug filing form for that particular bug tracker. We need to be able to pass details like project names and IDs to the BugTracker for this, particularly in cases like SourceForge where we have > 1 project registered at a given BugTracker.
We will know we have finished when it is possible to get a bug filing form URL for a particular remote bug tracker by querying the BugTracker instance that represents it.
