Rework long lists of items, such as update positions page

Just from messing around with the Rwanda data I think we're going to
have to change the administer positions page around a little. I don't
think the update positions page isn't really going to work with
thousands of positions. Or at least not as well as it should. I think
we should probably rework it into a search page instead of drop downs.

For any long dropdown, I would like to add the option of typing in the name and filling it in with auto-complete and/or searching for the name, as well as selecting from a list. Perhaps clicking a button pops up the search/list in a separate window. This would apply not only to positions, but facilities, locations, employees, etc.
