Sort templates by untranslated messages as well as priority

Bug Description
The list of translatable templates in a distribution release series for a particular language is sorted by priority. It would be more helpful to sort by some combination of priority and number/percentage of untranslated messages. The list would then become a dynamic thing, and guide translators to the places where their work is needed most.
This is not ideal for translation teams reviewing suggestions, who would want to look for the templates with the most suggestions for untranslated messages. But the two should converge when both kinds of users are directed to the same places.

I think this is a duplicate of bug 20, or at least they shouldn't both be open.
