Wrong keyboard layout in login screen beside correct xconf and console-setup settings

Bug Description

Prior to my 8.04->8.10 upgrade I never faced an issue with keyboard layout at logging screen. I have now a QWERTY keyboard at logging screen and a AZERTY keyboard during session. My xorg.conf is setup correctly for a French keyboard

Finally my locale is the following

However beside all of this being correct, I still get QWERTY lqyout at logging. I have tried through selecting the language to set it back to French. I get a window asking me to restart with Fr UTF8 but still I get the wrong keyboard layout.
