Cannot view public filters and filter groups

Bug Description

While logged in as a member of the Administrators group, any attempt to click on a public filter (or filter group) produces the following error message:

    * 403 Forbidden
    * You do not have acccess to the requested filter.

Any user should be allowed to _view_ the details of a filter or filter group.
Any member of the Administrators group should be allowed to edit existing public filters (though with the usual large warning about the consequences of editing filters that are in use by someone's profile).
