"Proposed" is not needed in the subject of merge proposal notifications

Bug Description
When someone proposes a branch to be merged, a notification is sent, having a subject of
"Proposed merge of $source into $target"
It's already implied that the user proposes the branch to be merge, so that part could be removed from the subject line. This would make the subject more useful in e-mail listings that show only the first part of the subject. To be more consistent with other notifications, another option would be to have a subject of:
[Merge $id] $source into $target
But, "Merge of" is shorter, so I'd be happy with that :)
Oh, and yet another option would be to have the user being able to specify a subject, summarizing what the branch does.

I don't want to include the merge id in the subject, so something like:
[Merge] $source into $target
