No way to decline applicants

Bug Description
In the "Approve" menu there should be an option like "Decline" where people are _not_ accepted as members. And to go with this it would be nice if there was a Declined email template that was used too.
I suppose you could delete someone's application from the database but that is a pretty dramatic solution.
