Multi-user system. Log in with user 'A', then without logging out switch to user 'B'. User 'A' has a nm-applet running, but user 'B' won't. This might be by design, but it sure isn't very helpful if user 'B' want to establish a VPN connection, or connect to a wireless network, etc.

Trying to start nm-applet manually for User B:

$ nm-applet --sm-disable

Thank you for bringing this bug to our attention.

I'm unable to reproduce this in Karmic.
Does this problem persist in Karmic? Kindly test this in karmic and report back,Papercuts are minor issues that exist in Karmic

A paper cut is a minor usability annoyance that an average user would encounter on his/her first day of using a new installation of Ubuntu 9.10.

Don't worry though, This bug has been marked as "incomplete" ONLY in the papercuts project.

Yes I'm able to reproduce in karmic alpha 6 + all updates. Trying to launch it from the shell of the second session I get a similar message:

$ nm-applet

** (nm-applet:3891): WARNING **: <WARN> request_name(): Could not acquire the NetworkManagerUserSettings service as it is already taken. Return: 3
