Multi-user system. Log in with user 'A', then without logging out switch to user 'B'. User 'A' has a nm-applet running, but user 'B' won't. This might be by design, but it sure isn't very helpful if user 'B' want to establish a VPN connection, or connect to a wireless network, etc.
Trying to start nm-applet manually for User B:
$ nm-applet --sm-disable
