No option to warn user about laptop battery being low

Bug Description

I am running Ubuntu 8.04 on my laptop (Acer Extensa 4630). I noticed once the battery dries up the laptop shuts down without giving any warning to me. What I would expect ubuntu to do is prompt me saying the power of the battery is low and it needs to be recharged. Currently I donot see any such warning messages except the battery icon on the pannel show a decreasing percentage of power.

I have put the same question to the forum (Question #51524), I was suggested to try out the options available when I right click on the battery and check the preferances. What I noticed these options are applicable only when the laptop is running, there is no special option provided to warn the user when the battery power is critically low.
Now my points are:

1. Is this happening because Ubuntu 8.04 was NOT specially built for laptops?
2. Should this feature be provided by the OS or the hardware?

I have once used Lenovo thinkpad with Windows XP, there I noticed user prompts asking user to recharge the battery. It will be great to have the same with Ubuntu.
