in vertical dual screen mode: maximized windows have the title bar behind the gnome panel

Bug Description

Binary package hint: xorg

My box runs 8.10 Intrepid Ibex (Originally Kubuntu Intrepid (upgraded all the way from edgy eft) with apt-get installed ubuntu-desktop - kde4 wasn't for me :-) ).

My secondary screen is located above the primary one. I can drag windows from one screen to another, and also maximize on each screen. But on the primary one the windows get maximized to the very top of the screen so that their title bars are hidden behind the gnome-panel.

This is the case with visual effects set to "normal" and "disabled".

I am using the radeon driver on an ATI mobility radeon 9700.

Thanks for including an image to demonstrate the issue. Could you also please attach the output of `lspci -vvnn`, and attach your /var/log/Xorg.0.log file from after reproducing this issue. If you've made any customizations to your /etc/X11/xorg.conf please attach that as well.
